Employers seeking skilled workers, or interested in upgrading their workers’ skills, can tap into many valuable programs and services of the River Parishes One-Stop Centers. These services include job and applicant postings through various job banks. Access to on-the-job, apprenticeship, and other adult and youth training programs; tax credits and other incentives to hire job seekers from various target groups; assistance for laid-off employees; and extensive local and state labor marker data.

There is a strong role for businesses in the local area. Business and labor have an immediate and direct stake in the quality of the workforce investment system. The active involvement of business is critical to the provision of essential data on what skills are in demand, what jobs are available, what career fields are expanding, and the identification of programs that best meet local employer needs.

Test computer, clerical and data processing skills of potential employees
The assessment software we use incorporates functions at basic, intermediate, and advanced skills - to develop a precise picture of a candidate's competency level. Assessments can be customized to meet the needs of your company.

Computer applications (word processing, spreadsheet, database application, and presentation graphic packages)
Each assessment simulates the real environment in which the candidate will be working and are designed to give candidates the feeling they are in the actual application. They must answer by doing (instead of guessing) and, as a result, reveal the exact level of their hands-on expertise. In addition, each assessment supports the method preferred by the applicant - mouse, pull-down menu, keyboard shortcut, shortcut menu, and keyboard entry.

Each assessment accurately indicates overall performance of Data Entry, Typing, Business Letter and Ten-Key.

Vocational assessments are aligned with O*Net (standardized descriptors of skills, knowledges, tasks, occupation requirements, and worker abilities, interests and values for all occupations). The assessments can be customized to fit the needs of your company.

OJT Contracts and Customized Training

On-the-Job training contracts (OJT)
OJT is provided under a contract with an employer in the public, private non-profit, or private sector. Through the OJT contract, occupational training is provided on site for the WIA participant in exchange for the reimbursement of up to 50 percent of the wage rate to compensate for the employer’s extraordinary costs.

OJT contracts are limited to the period of time required for a participant to become proficient in the occupation for which the training is being provided. In determining the appropriate length of time of the contract, consideration will be given to the skill requirements of the occupation, the academic and occupational skill level of the participant (O*Net), prior work experience, and the participant’s individual employment plan.

OJT contracts are entered into with employers who will provide long-term employment with wages, benefits, and working conditions that are equal to those provided to regular employees who have worked a similar length of time and are doing the same type of work.

Customized Training
Customized training is defined as training that is designed to meet the special requirements of an employer (including a group of employers); is conducted with the commitment by the employer to employ, or in the case of eligible incumbent workers, continue to employ, an individual on successful completion of the training; and for which the employer pays for not less than 50 percent of the cost of training.

OJT contracts and Customized Training may be provided to eligible employed workers when:
The employee is not earning a self-sufficient wage as determined by the Local Workforce Investment Board, and

The OJT relates to the introduction of new technologies, introduction to new products or service procedures, upgrading to new jobs that require additional skills, workplace literacy, or other appropriate purposes identified by the Local Board.

Funds provided to employers for OJT or Customized Training must not be used to directly or indirectly assist, promote or deter union organizing.

Earn Federal Income Tax Credits
The Welfare-to-Work Tax Credits and Work Opportunity Tax Credits are two Employer-Friendly benefits for hiring job seekers most in need of employment. Employers can apply for and receive certification from the One-Stop Center (or state employment agency) that their new hire is a long-term welfare recipient or member of one of the WOTC target groups before they can claim the WtW Tax Credit or WOTC on their federal tax return. Employers make the hiring decision, there is no limit to the number of new hires who can qualify their employer for these tax savings, and there is minimal paperwork to claim the tax credits. Manage your job listings as a Registered Employer with Louisiana’s Virtual One Stop (LAVOS). Enter the information directly into the system and make any changes as necessary, have One-Stop staff assist you at the level you require, or give us the information and we’ll list it for you. You control all aspects of the listing, for example, the number of applicants to be referred, the level of previous experience you require, educational level, the method in which you wish to be contacted by applicants, etc. These same job listings can be uploaded to America’s Job Bank (AJB) web site to reach the nationwide workforce, if you wish to do so.
